Some mistake or vulnerability dependably exists in any estimation. The measure of vulnerability depends both upon the ability of the measurer and upon the nature of the measuring apparatus.

Uncertainty exists in all measurements.
The degree of uncertainty is affected in part by the quality of the measuring tool.
